Plain Language Summary

# Modern Authentication of Pharmaceuticals Act of 2025 (HR 1060) — Plain Language Summary **What the Bill Would Do** This bill would require pharmaceutical companies to add special identifying markers to all oral controlled substance pills (like prescription painkillers and other regulated medications). These markers would be unique substances—such as special inks, pigments, or molecular tags—that can be read by machines to verify a pill is authentic. The goal is to make it harder to counterfeit or illegally traffic prescription drugs. Manufacturers would have five years after the bill becomes law to implement these changes. **Who It Affects** This requirement would apply to pharmaceutical manufacturers producing controlled substance pills and ultimately to patients who use these medications.

Law enforcement and healthcare providers could use the markers to identify fake drugs. The bill targets the illegal drug trade and counterfeit medication problem, which impacts public health and safety. **Current Status** The bill (HR 1060) was introduced in the 119th Congress by Representative Donald G. Davis (D-NC) and is currently in committee, meaning it hasn't yet been debated or voted on by the full House. It would need to pass committee, the House, the Senate, and be signed by the President to become law.
