Plain Language Summary

# AI Accountability Act (HR 1694) - Plain Language Summary **What the bill would do:** If passed, this bill would require the National Telecommunications and Information Administration (NTIA)—a federal agency—to study how artificial intelligence systems used by communications companies (like phone networks and social media platforms) can be made more trustworthy and accountable. The agency would examine accountability tools such as audits, assessments, and certifications, then report its findings back to Congress. **Who it affects and key provisions:** The bill primarily affects tech companies and communications platforms that use AI, as well as the people who use these services. The NTIA would need to gather feedback from various stakeholders (companies, consumer advocates, researchers, etc.) about what information users should have access to when interacting with AI systems, and how accountability measures can reduce risks like cybersecurity threats.

The bill essentially asks: "How can we make AI systems safer and more transparent?" **Current status:** The bill is currently in committee, meaning it has been introduced but hasn't yet been voted on by the full House of Representatives. It was sponsored by Representative Josh Harder (D-CA).

CRS Official Summary

Artificial Intelligence Accountability Act or the AI Accountability ActThis bill requires the National Telecommunications and Information Administration (NTIA) to study and report on accountability measures for artificial intelligence (AI) systems. Under the bill, accountability measures are mechanisms designed to assure that a system is trustworthy, including audits, assessments, and certifications. Specifically, the NTIA must study, solicit stakeholder feedback about, and report to Congress on the incorporation of accountability measures into AI systems used by communications technologies (such as telecommunications networks and social media platforms) and the ways in which AI accountability measures reduce risks related to AI systems (e.g., cybersecurity risks), among other topics. The NTIA must also solicit stakeholder feedback and report to Congress on (1) information that should be available to individuals, communities, and businesses that interact with, are affected by, or study AI systems; and (2) methods for making that information available.
