Plain Language Summary

# Protection of Women and Girls in Sports Act of 2025 - Summary **What it would do:** This bill would make it a violation of federal law (specifically Title IX, which prohibits sex discrimination in education) for schools receiving federal funding to allow transgender girls and women to compete on sports teams designated for girls and women. The bill defines "sex" based on biological sex at birth determined by reproductive biology and genetics, rather than gender identity. Schools that violate this rule could potentially lose federal education funding. **Who it affects:** The bill primarily affects transgender and intersex students who want to participate in school sports, as well as schools that currently allow such participation. It also impacts girls' and women's sports programs, which supporters argue would be protected by the measure.

Female athletes, school administrators, and athletic departments would need to adjust policies if the bill passes. **Current status:** The bill was introduced in the Senate in January 2025 by Senator Tommy Tuberville (R-AL) and remains in the early stages. It has not yet been voted on or passed. Similar legislation has been proposed in previous congressional sessions with varying levels of support. The bill represents one perspective in an ongoing national debate about transgender athletic participation, with supporters emphasizing fairness in women's sports and opponents raising concerns about discrimination.
